Upper Grand Lagoon is a census-designated place (CDP) in Bay County, Florida, United States. The population was 15,778 at the 2020 census, up from 13,963 at the 2010 census.[4] It is part of the Panama City–Panama City Beach, Florida Metropolitan Statistical Area.
