This is an image of George Curzon (1859-1925). He is seen in this photo in his robes as Viceroy of India, a post he held from 1899-1905. It is a logical step to assume this image is in the public domain. Its author is unknown (most likely an employee of the British Empire, and most likely long dead). I have uploaded it to the commons from the english language wikipedia. I will copy what was on its wikipedia page below :
