It is the 23rd Doraemon film in the series. Released on a triple billing with both the The Doraemons: Goal! Goal! Goal!! and The Day When I Was Born short films, it is the final film in the series to have been animated using cel animation and the last piece of Doraemon media ever to be animated using the process, as the then-running 1979 series had already transitioned to digital animation before the movie's release.
