游祥耀（1952年10月18日—2023年7月13日[1][2]），台灣政治人物，基隆市人。前任民主進步黨籍基隆市議員。[1]
2007年7月3日，游祥耀宣佈代表民主進步黨參選2008年中華民國立法委員選舉，角逐基隆市區域立法委員的唯一一個席次，但最後以41,709票落敗。
2013年10月19日上午，游祥耀與民進黨基隆市議員陳東財、詹春陽、蘇仁和等人在國立臺灣海洋大學門口踩在校徽與校訓上高舉「還我捷運」、「不可背信」、「只有政爭」、「不顧民生」等抗議標語，當總統馬英九車隊經過時，議員們將鞋子朝車隊丟過去。
2018年九合一選舉，民進黨提名游祥耀競選連任，落選。
