黃洋達（英文：Wong Yeung-tat，1979年5月29號—），香港政治人物，鄉下廣東海豐。佢係修憲派政治組織熱血公民嘅搞手。佢以前做過電影同電視編劇，寫過書，並做網臺節目主持。
2012年香港立法會選舉，黃洋達第一次參選，挑戰九龍東直選議席，輸大約2千票而贏唔到議席。選舉失利之後，佢主力搞媒體同政治組織「熱血時報」。
2016年香港立法會選舉，黃洋達再參加九龍東直選，但由於同譚香文、快必、陳澤滔互相𠝹票，再次落選。
