正慧大師（1042年—1116年2月11日），本齊姓，遼朝僧人，永清縣人。
正慧自幼不留髮，在燕京天王寺出家，受具足戒。後來拜永泰寺守司徒疏主大師為師。受宣為三學經主，賜紫衣。奉敕為燕京僧錄，普設義壇，周濟窮人過百萬。七十五歲時住在聖水岩，天慶六年（1116年）正月二十六日圓寂，二月二十八日火化，遺骨分七處建塔，特命良工，造成石塔一座，上下十五層，高一百二十尺。
