杜小叢（1962年1月—），中華人民共和國外交官，曾任中華人民共和國駐維德角共和國特命全權大使。
1985年，進入中華人民共和國外交部工作，先後在駐索馬利亞大使館、外交部非洲司、駐南非研究中心任職。1997年，掛職河北省曲周縣副縣長。1998年，回任外交部非洲司副處長，後升處長。2000年，任駐烏干達大使館參贊。2005年，任外交部非洲司參贊。2006年，任常駐聯合國代表團參贊。2010年，任外交部非洲司參贊。2013年，任中國海洋石油總公司國際公司副總經理。2014年，任外交部非洲司副司長。2015年3月，出任中華人民共和國駐維德角大使。[1]2022年4月，自駐維德角大使離任。[2]
已婚，有一子。
