畢業於西南交通大學。1995年任鐵道部第四勘測設計院副院長，1996年任鐵道部第二工程局副局長、代局長，2002年7月至2006年9月，任中國鐵路工程總公司（中鐵工）副總經理；2006年9月至2007年9月，任中鐵工董事、總經理、黨委副書記。2010年6月，任中鐵工董事長、總經理[1]。2018年1月，當選第十三屆全國政協委員[2]。
2019年4月24日，李長進與前來中國參加第二屆「一帶一路」國際合作高峰論壇的馬來西亞首相馬哈地·穆罕默德舉行會談，雙方就區域合作以及恢復吉隆坡大馬城項目進行了深入交流並達成廣泛共識[3]。
