遼太宗天顯年間，遼國設置懷州，奉陵軍節度使。遼太宗安葬在懷州，他的陵墓叫懷陵。下轄扶餘縣（治所，今內蒙古巴林右旗西北50里）、顯理縣。遷移渤海國扶餘府、定理府的遺民建立懷州。金太祖天輔四年（1120年）金國攻克，金熙宗皇統三年（1143年）廢除懷州，地入臨潢府[1]。
