張文台（1940年4月—），山東膠州人，中國人民解放軍上將軍階。1958年冬季徵兵入伍，至長山要塞區守備部隊服役，在機炮連操作機炮，後升任機炮連副排長、排長。
1969年至要塞區守備團政治處任職，此後一直擔任政治職務，至1973年，任守備團副政委。
1975年任濟南軍區大欽守備區副政委，1980年至中國人民解放軍政治學院進修。1981年任濟南軍區守備師政委，後任54軍副政委。1985年，該軍改編為集團軍後，任該集團軍政委。1988年被授予少將軍階。1993年升任濟南軍區副政委，1995年晉升中將，1999年任濟南軍區政治委員。
2002年任總後勤部政治委員，2004年晉升上將，2005年退役，出任全國人大環境與資源保護委員會副主任委員。
