生平
尹洪文曾任中國人民解放軍南京軍區政治部組織部部長、中國人民解放軍陸軍第一集團軍步兵第一師政委、中國人民解放軍總政治部三一一基地政委。2014年8月至2015年3月之間，調任中國人民解放軍總政治部秘書長。2016年1月中央軍委機關調整組建後，尹洪文少將擔任中央軍委政治工作部辦公廳主任。2017年1月，轉任中央軍委政治工作部主任助理[1][2]。2017年8月，擔任東部戰區副政委兼政治工作部主任[3][4]。2023年，轉任南部戰區副政委兼政治工作部主任。 2019年6月晉升中將軍階。
