周力（1955年6月—），山東安丘人。男，漢族。1969年9月在黑龍江生產建設兵團參加工作，1983年3月加入中國共產黨。經濟學碩士。中華人民共和國外交官。
1979年9月，進入中國人民大學學習。1986年8月起在中華人民共和國外交部工作，歷任三秘、二秘、一秘、處長、參贊、副司長、司長。1997年10月，任中華人民共和國駐俄羅斯大使館商務參贊。1999年12月，任外交部歐亞司副司長。2002年2月，任中華人民共和國駐俄羅斯聯邦大使館公使（正司級）[1]。2004年3月，任外交部歐亞司司長。2007年2月，任中華人民共和國駐烏克蘭大使。2010年5月，任中華人民共和國駐哈薩克斯坦大使。2013年5月，任中共中央對外聯絡部副部長[2]。2016年7月，不再擔任中共中央對外聯絡部副部長[3]。2018年1月，當選第十三屆全國政協委員[4]。
已婚，有一子。
