黃旭明（1955年11月—），浙江諸暨人。1976年2月參加工作，1984年9月加入中國共產黨。1979年畢業於浙江財政銀行學校（浙江財經大學前身）財政專業，中共中央黨校經濟管理專業畢業，香港理工大學EMBA學歷，工商管理碩士，會計師。
歷任浙江省地方稅務局副局長、局長，浙江省財政廳副廳長、廳長，浙江省政協副主席兼秘書長等職。2013年1月，當選浙江省人民政府副省長[1]。2016年1月27日第十一屆浙江省政協第四次會議選舉黃旭明為浙江省政協副主席。2016年8月，辭去浙江省副省長職務[2]。
