郭洪昌（1956年2月—），男，河南滑縣人，中華人民共和國政治人物。鄭州大學中文系新聞專業畢業，天津大學工商管理專業在職研究生學歷。
生平
1974年5月參加工作。歷任濮陽市經濟技術開發區管委會副主任、主任，駐馬店地區行政公署副專員、地委常委、政法委書記，河南省經濟貿易委員會副主任、省國資委黨委副書記、常務副主任，洛陽市委副書記、代市長、市長等職。
2008年，當選全國人大代表[1]。
