鄧月樓（1960年3月—），內蒙古喀喇沁旗人。男，蒙古族。1984年7月參加工作，1984年6月加入中國共產黨。內蒙古農牧學院草原系草原專業畢業。
1998年9月，任中共錫林郭勒盟盟委委員、盟委秘書長、辦公室主任(期間：2000年6月-2000年12月在中國工商銀行總行掛職，任住房信貸部副總經理) 。2004年6月，任中共錫林郭勒盟盟委副書記，紀委書記，盟委秘書長、辦公室主任，盟直機關黨工委書記。2004年9月，任中共錫林郭勒盟盟委副書記、紀委書記。2010年4月，任中共興安盟盟委副書記、行署盟長。2013年4月，任內蒙古自治區人民政府秘書長。2016年12月，任內蒙古自治區人民政府秘書長，自治區民政廳黨組書記[1]。2017年1月，辭去內蒙古自治區政府秘書長職務，任內蒙古自治區民政廳長[2]。
2013年，當選第十二屆全國人民代表大會內蒙古地區代表[3]。
