生平
秦義畢業於內蒙古財經學院計劃統計專業。1985年4月加入中國共產黨。1985年7月參加工作。
2003年12月，任赤峰市發展和改革委員會主任。2006年2月，任中共赤峰市委常委、秘書長。2010年9月，任內蒙古自治區信訪局局長、黨組書記。2010年12月，兼自治區政府副秘書長。2011年11月，任中共呼和浩特市委副書記、市長[1][2]。2013年，當選第十二屆全國人民代表大會內蒙古地區代表[3]。
2015年4月，任內蒙古自治區住房和城鄉建設廳黨組書記，次月兼任廳長。2016年9月，任中共呼倫貝爾市委書記[4]。2018年1月，調任江西省人民政府副省長、省公安廳廳長兼黨委書記兼任省反恐怖工作領導小組副組長。2023年，換屆不再擔任江西省人民政府副省長，仍然擔任江西省人民政府黨組成員[5]。
