核恐怖主義是指任何人以恐怖主義行為(如因政治或宗教原因而非法或不道德地使用暴力)引爆核武器[1]。一些核恐怖主義的定義包括破壞核設施和/或引爆放射性裝置(俗稱髒彈),但這些定義缺乏共識。根據聯合國2005年通過的《制止核恐怖主義行為國際公約》,從法律角度來說,如果某人非法並故意「以任何方式使用放射性材料……意圖造成死亡或嚴重人身傷害;或意圖對財產或環境造成重大損害;或意圖迫使自然人或法人、國際組織或國家採取或不採取某種行動」,那麼核恐怖主義即為犯罪行為[2]。
