1983年7月畢業於鄭州大學數學系。1983年7月進入安鋼工作，歷任安鋼集團公司辦公室副主任、主任、總經理助理、公司副總經理，洛陽軸承集團總經理、副董事長。2006年6月，任河南省國有企業監事會主席；2009年2月，任河南省政府金融辦副主任；2013年2月，任安鋼集團公司副董事長，省政府金融辦副主任；2013年12月，任安鋼集團公司董事長[1]。2018年2月24日，當選為第十三屆全國人大代表[2]。
2016年8月，任河南省人民政府國有資產監督管理委員會主任，2018年離任，因接替其出任河南省國資委主任的繼任者與之同名而引起媒體關注。[3]
2018年11月，任河南省工業和信息化廳黨組書記、廳長。
