周持衡（1915年—1986年），原名周溶，祖籍浙江省紹興縣。中華人民共和國政治人物。
早年考入山東大學外國文學系，參加學生運動。1940年，擔任魯西第三專署秘書主任，後升任魯西第三專署專員。第二次國共內戰期間，擔任吉林省政府民政廳副廳長、省政府秘書長、省政府副主席。1950年，擔任吉林省人民政府主席[1]。1958年，任遼寧省水電廳副廳長，遼寧省水利局局長。1979年，任遼寧省人大常委會副主任。
