2003年共和联邦政府首脑会议（英语：2003 Commonwealth Heads of Government Meeting）是第18次共和联邦政府首脑会议。会议于2003年12月5日至8日在尼日利亚阿布札举行，由尼日利亚总统奥卢塞贡·奥巴桑乔主持。
津巴布韦问题成为本届共和联邦政府首脑会议的主要议题，津巴布韦的停权争议引发了共和联邦秘书长唐·麦金农连任的争议，而在会议结束前，劳勃·穆加比宣布津巴布韦退出共和联邦。《阿苏罗克宣言》重申了1991年《哈拉雷宣言》，并将“促进民主和发展”定为共和联邦发展的优先事项。[1]
