陈钦勉（英语：James Chan Yum-min，1969年8月12日—[1]），香港行政人员及前公务员，现任香港房屋协会首席执行官兼执行总干事，曾担任元朗民政事务专员及保良局行政总监。陈于1988年从圣保罗书院毕业[2]，并在香港理工学院取得商学文学学士学位[3][4]。陈在1991年的生日加入香港政府任职政务主任[1]，曾在2004年8月至2008年10月期间出任元朗民政事务专员[5][6]。他于2011年10月离开香港政府，并于2012年4月加入保良局出任约6年行政总监，任内曾处理总部重建及兴建元朗青年宿舍[7][8][9]。他在2018年12月加入香港房屋协会担任副首席执行官，并在2020年4月1日起获委任为首席执行官兼执行总干事[9][10][11]。
