沈淮（？—1875年），字桐甫，一字东川，浙江鄞县人。

道光二十九年（1849年）举人，授军机处章京。咸丰十年十月由内阁中书入直。同治十二年（1873年），疏请缓修圆明园，同治帝览后大怒，对沈淮严词申责。光绪五年（1879年）担任顺义乡试监试，官至陕西道御史，卒于任上。
