WaiWai专栏事件,是指日本《每日新闻》旗下英文版的一个名叫“WaiWai”专栏多年以来,宣称目的是介绍日本的风土人情,但却一直在撰写内容低俗、夸张及虚构及贬低日本女性的文章[1]。但由于该专栏以英文撰写及受众为海外读者,所以长期都没有在得到日本国内的注意,直至2008年时终于被一位日本博主发现,其后被传到至日本最大的网上论坛 2channel上,从而引发来自日本民间的极大愤怒及争议的一系列事件[2][3][4][5][6]。
“WaiWai”专栏自1989年《每日新闻》印刷版上起开始连载,在2001年转到网上继续发行[7]。该专栏以英文撰写及经常以各种低俗虚构的故事为题[1][8][9][10][11],得到了海外受众欢迎[12][13][14][15]。“WaiWai”专栏的故事来源多数是从各种民间小报或其他未经证实的文章上获取,并经由来自澳洲的记者瑞恩康奈尔(Ryann Connell)翻译及传播到海外[3][16]。这些故事通常都是低俗、夸张及虚构的,例如其中包括描述日本人有异常的性偏好[17]、把日本传统节日与性行为联系起来[18]及指日本游客在厄瓜多尔和白俄罗斯等一些国家,参与“买奴”和“猎杀当地儿童”等一些非法旅游活动[19][20][21],及日本母亲与即将上高中的儿子发生性行为等等[22],而这些报导都没有任何证据去支撑[8]。其他深受争议的内容还包括日本未成年人卖淫[23][24]、故意把少数人意见描绘成一种是日本女性的普遍趋势[25]及专栏编辑在介绍防卫省政策的漫画开头,自行增添原文中没有的描述等等[26][27]。除此之外,在其后的内部调查中还发现,外籍员工在《每日新闻》英文版网站上把41个不恰当的词语标记成关键字,并嵌入到每个页面上,当中包括“变态(hentai)”、“艺妓(geisha)”及“日本女孩(japanese girls)”。[28]
2008年4月,日本的博主主mozu发现这个专栏的一篇文章,内容讲述在东京六本木区的一家餐馆,顾客在进食前会与动物发生性关系。mozu在其个人博主中愤怒地批评这专栏及文章[29],然后这事被传到日本最大的网上论坛 2channel上去,从而引爆舆论[3][4][30]。每日新闻社开始接收到大量对专栏的投诉[31][22],指专栏充斥着粗俗虚假消息,可能会导致日本人的印象在国外被误解、玷污国际形象及把日本女性塑造成性偏离的错误形象。 [32][33]东京大学教授罗伯特·坎贝尔批评每日新闻,指专栏许多淫秽文章未经证实就张贴,而报纸的招牌和记者的署名都给予其可信度。又指会有很多外国人把它当成事实并相信。世界各地的年轻人对日本有很高的兴趣,但并没有可靠的资讯来源,而报纸往往是具有可信度。[34]与此同时,日本网民创造了2个网站[注 1],专门用来纪录WaiWai专栏的文章及相关事件[35],另外也有一些遭到翻译转载的小道杂志也向每日新闻提出抗议,指其文章未经批准而遭到转载[36]。
《每日新闻》对这一问题的认知及反应极为迟缓,这一点在稍后(同年7月20日)公布的内部调查报告中得到证实。[37]与此同时,每日新闻英文版并未立即关闭该栏目,总编辑高桥弘司与负责该专栏的特约撰稿人协商,删除了被批评的文章,并禁止其他人登录网址,获取WaiWai过去的其他专栏文章。然而,每日新闻英文版继续在 WaiWai 专栏中发表新文章,这些文章是根据周刊《Sunday Mainichi》而撰写的。高桥弘司给出的原因是这是一个“受欢迎的专栏”,所以不能轻易关闭它。他的上司矶野彰彦指在五月时收到过报告,但并没有意识到严重性[38]。同年6月20日,日本新闻网站J-cast报导了这个争议[39],次日WaiWai专栏被关闭,6月23日每日新闻在其日文及英文网站上发布消息,承认文章内容有问题及不合适的[40][22],而这时《每日新闻》已收到超过300起的投诉及抗议。[41]6月25日在《每日新闻》发表了一则道歉启事[42][43][44]。6月27日,每日新闻对负责该专栏的澳洲记者瑞恩康奈尔(Ryann Connell)给予纪律处分3个月,停职2个月,总编辑高桥弘司及局长井野明彦都被处以停职一个月的纪律处分。此外,担任数码媒体局局长的长谷川笃也宣布退还10%的高管薪酬。[45][46][47]
《每日新闻》事后向被盗用文章的出版社、厄瓜多尔和白俄罗斯大使馆进行解释和道歉。[48]
日本网民对此回应并不满意,尤其是因为《每日新闻》在道歉启事的最后,提及会对“诽谤”的行为采取法律行动。[49]这声明令 2channel上涌现了更多的反对声音。7月2日,一场抗议活动在每日新闻总部外举行[50]。其后他们更开始把抗议目标扩大到在每日新闻上投放广告的公司、商业伙伴及相关组织,作出不断的电话及电邮抗议,据每日新闻统计,超过 200 家公司受到影响。[51][52]这些抗议令到一些企业暂停了在每日新闻上投放广告,当中包括麒麟啤酒、JCB银行、日产汽车及富士通。在每日新闻7月8日的新闻网站中可见投放的广告明显减少,大部分都被换到每日新闻自身的内部宣传[53][54]。
《每日新闻》在同年7月7日宣布,将于该月中旬公布内部调查结果。[55]在内部调查的结果中表示,每日新闻英文版缺乏像日语版般,设有审查委员会等组织,用来监测文章的内容及质量,许多文章未经筛选就发布了,内部也没有明确的编辑政策及讨论,历任主管都未能密切关注他们所负责出版物的内容。[56]而“WaiWai”专栏能被允许不断发布不适当的文章主要原因如下︰[57][58][59][60]
- 《每日新闻》英文版缺乏审查制度。
- 编辑没有从媒体道德的角度检查文章是否合适。
- 有问题的作家是不成比例的男性,并且未能纳入女性的观点。
- 工作人员完全是由外国人组成,没有人提供日本方面的看法。
内部调查还批评撰稿人明知他的文章可能会损害报章的可信度,但继续频繁地翻译不恰当的文章,显然地偏离了新闻道德。同时也批评每日新闻反应迟钝,从2001年至2008年3月间,至少收到15起投诉。然而,由于“WaiWai”是一个热门专栏,无论是撰稿人还是他的上司,都没有对外界批评作出认真的回应。[61]
曾担任每日新闻记者的佐佐木俊尚指出,每日新闻初期在处理这问题时犯了一个严重错误,就是暗示会对“诽谤者”采取法律行动。这一举动被认为是傲慢及没有在反思,于是更加激发了人们的愤怒,最终令到问题快速扩大。[62][63]开放新闻委员会成员吉永美智子同意这一说法,指出《每日新闻》缺乏敏感度,相关的抗议活动早于5月时已提出,但去到6月尾时才开始处理,而且在发布道歉声明的同时却指会对诽谤行为采取法律行动,这种立场是无法获得公众的理解。[64]
在这大规模抗议事件发生的时候,朝日新闻、产经新闻、读卖新闻等日本主要媒体对这个问题的报导很少,内容也很简单,电视台也几乎没有详细讨论这个问题。[65][63]佐佐木俊尚指出,主流媒体故意忽视的原因,是害怕若事情搞大了,人们的“刀刃也会向他们袭来”。[66]时事通信社记者石井孝明认为,迄今为止操纵舆论的是大众媒体,此事的冷处理是因为他们害怕将无法操纵舆论。[67]
有道出人为“WaiWai”专栏及瑞恩康奈尔辩护,指“WaiWai”是“了解日本人态度的不可或缺的向导”[68]。有道在他的网站上引用“WaiWai”的次数超过50次[69]。
部落格类新闻网站“Gawker”关注瑞恩康奈尔等人撰写文章时,对这些问题文章进行故意伪造和误译的过程。他还认为这个问题可以与《纽约时报》的杰森·布莱尔丑闻(Jayson Blair)相媲美。[70]英国的《每日电讯报》和瑞恩康奈尔的祖国澳洲的《悉尼先驱晨报》及《布里斯班时报》也讨论了这个问题[71][2][72]。
