核能发电对环境的冲击(The environmental impact of nuclear power)主要来源于核燃料循环、核物质运转以及核事故所带来的影响。

日常的健康风险和核分裂发电产生的温室气体都相对极度小于使用煤,油和天然气的发电。然而,若核能发电的围阻体失效的话却会有“灾难性的风险”[1],如此的状况在核反应堆中会出现燃料过热融化并且释放出大量的放射性物质进入环境。一般公众对此灾难相当敏感因此会有大量的反核运动。
1979年三哩岛事件和1986年切尔诺贝利核事故伴随着高昂的建设成本结束了全球核能发电的快速成长[1]。在2011年日本海啸导致的福岛第一核电厂事故灾难性地释放出了放射性物质而被评定为国际核事件分级表中的第7级。大规模的放射线释出导致核电厂周边20公里以内的居民疏散,与现仍在运作的切尔诺贝利核事故30公里隔离区类似。
废弃物流
核能发电有至少四种可能伤害环境的废弃物流(waste streams):[2]
核燃料循环会牵涉到一些对人体最危险的元素和同位素包括超过100种放射性核种(radionuclide)和致癌物质像是锶-90,碘-131以及铯-137,这些物质同样在核武器的爆炸落尘中会出现。[3]

罹患癌症的风险
对于居住在邻近核能设施的人来说,目前的流行病学研究指出已有各种疾病风险增加的趋势,特别是癌症。一个2007年由贝克et al.所著17篇研究论文的元分析公布在欧洲癌症护理杂志(European Journal of Cancer Care)[4]这份研究提供了关于居住在英国,加拿大,法国,美国,德国,日本和西班牙等地136个核能设施周边儿童罹患血癌比率升高的证据。[5] 然而这个研究受到了不同理由的批评-像是不同组成的资料(不同的年龄群,非核能发电场地,不同的区域定义),武断的选取37之中的17份个别研究,将某些发电厂零观察案例或死亡数排除在外等等。[6][7] 在2008年德国由Kaatsch et al.所做的研究调查16个德国主要的核能发电厂周边居民中发现了儿童罹患血癌比率的升高。[4]这个研究也因为不同的原因而受到批评。[7][8] 已上这两个研究结果与其他的研究相比是没有前后一致的,别的研究都试图不去凸显这样的关联。 [5][9][10][11][12]英国的医学对环境辐射观点委员会(The British Committee on Medical Aspects of Radiation in the Environment)在2011年发布了关于1969至2004年之间五岁以下儿童居住在13座英国核电厂周边的研究。委员会发现在英国居住在核电厂周边的孩童并不会比住在其他地方还要容易罹患血癌。[7]
与火力发电比较
就放射性的释放净值来说,美国放射线防护与测量会议(National Council on Radiation Protection and Measurements,NCRP)计算了每短吨煤炭的平均放射线为17,100毫居里/4,000,000吨。而美国国内154座燃煤火力发电厂,光是一座发电厂每年就会排放0.6319兆贝克的放射线。
就居住在附近的人口剂量而言,有时候这被拿来引证说燃煤电厂会释放100倍的核电厂放射线量。这是来自于NCRP的第92和第95篇报告,报告中计算出1000百万瓦特的煤和核能电力会分别让人口受到4.9人-西弗(集体剂量)/年以及0.048人-西弗/年(比较上,一次典型的胸部X光剂量大约为0.06毫西弗)。[13]美国国家环境保护局的计算中多增加了一些剂量:居住在距离燃煤电厂和核电厂80公里内每年放射线剂量分别为0.3微西弗和0.009毫仑目。[14]核电厂在正常运作下排放的辐射量是少于燃煤电厂的。[13][14]
不像燃煤发电或燃油发电,核能发电不会直接产生任何二氧化硫,氮氧化物或是汞(光是在美国,化石燃料造成的污染就被批评使得每年有24,000人早死[15])。然而,对所有的能源来讲,总是会有像是采矿,生产与运输等诸如此类的开发活动跟污染有所关联。
一个由欧盟资助的学术性研究,ExternE(能源外部性,Externalities of Energy),跨越1995年到2005年之间进行研究发现核能发电所付出的环境与健康成本,每开发的能源单位为0.0019欧元/千瓦小时。这比很多将环境冲击像是生物质利用和制作太阳能光电系统纳入其中去考量的再生能源还低,并且是煤炭(0.06欧元/千瓦小时)影响的三十分之一还要更低。然而拥有最低的外部成本0.0009欧元/千瓦小时为风力发电,它的环境与健康影响大约为核能发电的一半。[16]
放射性意外排放与工业排放的对照
拥护者主张核废料的处理("do not come anywhere close")不会比化石燃料废物更容易接触到。[17][18]一篇英国广播公司2004年的文章描述著:"世界卫生组织(WHO)表示全世界每年有3百万人死于户外的载具与工业排放造成之空气污染,并且有160万人是透过在户内使用固体燃料。"[19]在美国,化石燃料废弃物每年导致2万人死亡。[20]在同样发电瓦数下,一座燃煤火力发电厂会释放相当于一座核电厂100倍的放射线。[21]据估计在1982年之中,美国的煤炭燃烧释出了相当于三哩岛事件所释放出的155倍的放射线。[22] 世界核能协会提供了各种能源发电意外所造成之死亡人数的比较。在他们的比较当中,自1970年到1992年引述每年一兆瓦发电量的死亡人数为:水力发电885人,燃煤发电342人,天然气发电85人以及核能发电的8人。[23]
然而,核电工业依赖常出现意外与死亡事故的铀矿开采。[24]
