United States Interests Section in Havana

特罗和美国总统贝拉克·奥巴马宣布正常化。 使馆坐落于1977年至2015年间的美国驻哈瓦那利益代表处（英语：United States Interests Section in Havana），代表处在瑞士大使馆的赞助下运作。2015年7月1日两国宣布复交后，大楼于2015年7月20日恢复美国驻古巴大使馆的作用。

1994年至1995年间，他曾任美国国家安全委员会美洲事务主管。1995年出任美国驻哈瓦那利益代表处（英语：United States Interests Section in Havana）（美国驻古巴大使馆前身）副主任。1997年起任美国驻阿根廷使团副团长。2000年至2002年间，任美国驻玻利维亚大使。
