郑缵绪，字哲教，福建南安人，为郑成功堂兄郑泰之子。永历十年七月封永城伯。

父亲郑泰被郑经软禁后，带领叔父郑鸣骏、堂弟郑缵祖、郑缵昌及一众文武入泉州降清，郑泰闻讯后自缢身亡。清朝封缵绪为慕恩伯。之后曾多次就郑泰在日本存银一事，和郑经方面相互争夺。
