罗惇衍（1814年—1874年），字椒生。广东顺德人。清朝政治人物。
生平
道光十五年（1835年）乙未科二甲进士。选庶吉士，散馆授编修。历任侍讲、侍读、太仆寺卿、安徽学政、吏部右侍郎（署）、刑部左侍郎、户部左侍郎等职，升都察院左都御史，官至户部尚书。同治八年（1869年）因母丧丁忧归里。同治十三年（1874年）卒。谥文恪。《清史稿》有传。
崇尚理学，工诗文、书法。著有《集义编》、《百法百戒庸言》等。
