黃曉炎（1960年9月—），福建南安人。1982年11月加入中國共產黨。福建師範大學地理系地理專業畢業，大學學歷。歷任共青團泉州市委書記、福建省委副書記、書記，省青聯主席，福建省旅遊局局長、龍巖市委副書記、代市長、市長等職。

2012年1月任中共福建省龍巖市委書記[1]。2014年9月17日，因涉嫌嚴重違紀接受組織調查[2]。經查，黃曉炎收受賄賂並與他人通姦，2015年5月被開除黨籍和公職。[3]
