生平
1975年12月加入中國共產黨，1969年9月參加工作。研究生學歷，高級經濟師。自1980年代初開始從事農業、農村經濟政策研究，曾長期從事國家扶貧開發工作[1]。1995年2月至1996年4月，任國務院扶貧開發領導小組辦公室外資項目管理中心主任。1996年4月至2003年3月，任國務院扶貧開發領導小組成員、辦公室副主任。2003年3月至2007年7月，任國務院扶貧開發領導小組辦公室副主任、黨組副書記[2]。2007年7月至2013年7月，任中華人民共和國農業部黨組成員、副部長[3][4][5]。
