馬哲文，山西洪洞人，中國人民解放軍空軍中將。
曾任空軍航空兵19師政治部主任，空軍酒泉試驗基地副政治委員，空軍滄州飛訓基地政治委員，空軍指揮學院政治部副主任。2014年12月任空軍預警學院政治委員[1]。2017年12月不再擔任空軍預警學院政委，升任中部戰區空軍政治部主任[2][3]。2020年9月任中央軍委訓練管理部政治委員[4]。2023年，轉任東部戰區副政委兼政治工作部主任。
