曾任北京軍區空軍政治部組織處處長，北京軍區空軍導彈第6師政治委員。蔡立山任導彈第6師政治委員期間，2009年，該部被四總部評為軍事訓練一級單位。黨委於2008年、2009年連續被空軍表彰為先進黨委。個人被評為「全軍優秀師旅團級單位黨委書記」，先後榮立三等功2次[1]。2011年7月，任空降兵第15軍副政治委員[2]。2014年9月，任空軍福州指揮所政治委員[3]。2015年7月，任成都軍區空軍政治部主任[4]。2016年1月，任西部戰區空軍政治工作部主任[5]。2019年4月，升任北部戰區副政委兼北部戰區空軍政委[6]。
2012年7月，晉升少將軍銜。
2019年12月，晉升中將軍銜[7]。
