牛弩韜（1962年9月—），安徽省無為縣人，漢族，中華人民共和國政治人物、第十二屆全國人民代表大會安徽地區代表。
畢業於中共中央黨校函授學院經濟管理專業，1985年6月加入中國共產黨。2013年，被選為第十二屆全國人大代表[1]。
1981年7月參加工作，歷任無為縣糧食局會計，無為縣政府辦公室秘書（其間於1982年9月至1985年9月在安徽廣播電視大學巢湖分校中文專業學習），巢湖行署辦公室經濟科科員，巢湖行署辦公室經濟科秘書、秘書二科副科長，巢湖行署辦公室正科級秘書、科長，巢湖行署辦公室副主任，省政府辦公廳三處處長。2002年2月任馬鞍山市政府副市長；2006年2月任安徽省人民政府副秘書長。2008年6月任亳州市人民政府市長；2010年12月任淮北市人民政府市長；2013年3月27日，轉任安徽省經濟和信息化委員會主任[2]。2018年11月，任改制過後的安徽省經濟和信息化廳廳長。2022年11月，任安徽省政協經濟委員會副主任。
