栗甲（1949年12月—），男，漢族，遼寧鳳城人，中華人民共和國政治人物，中國民主促進會會員。長春地質學院勘探儀器專業畢業。曾任山東省政協副主席。
2008年，當選第十一屆全國人民代表大會山東地區代表[1][2]。2016年3月，辭去民進山東省第六屆委員會主任委員職務[3]。
