1958年由雁北、忻縣二專區合置。在今山西省北部。轄寧武、靜樂、五台、繁峙、興縣、河曲、五寨、原平、忻定、陽高、靈丘、渾源、山陰、朔縣、左雲等縣。專員公署駐大同市。1960年恢復廣靈、偏關、保德、應縣四縣。1961年恢復天鎮、右玉、平魯三縣。同年撤銷晉北專區，其北部地區十一縣恢復設置雁北專區；南部地區十一縣恢復設置忻縣專區。
