新罕布什爾州州旗為一面藍色旗幟，中心為州徽。最早啟用於1909年，並在1931年修改州徽時更新，1909年以前新罕布什爾州以若干軍旗作為象徵。
州徽上為1776年的蒸汽船「羅利」（英語：Raleigh）號，此船是大陸會議最早擁有的13艘戰艦之一，1776年建於新罕布什爾州朴次茅斯。州徽由月桂樹環繞，象徵榮譽和勝利。其間的九顆星象徵該州為加入聯邦的第九個州。[1]
