生平
1969年參加中國人民解放軍。1970年7月，加入中國共產黨。1985年，轉業進入國家經委辦公廳辦公室。1987年，任國家經委辦公廳辦公室副主任。1992年，任國務院生產辦秘書局綜合處處長。1994年3月，任國家經濟貿易委員會辦公廳副主任。2000年，擔任中央企業工委辦公室主任。2003年，任中央紀委駐商務部紀檢組組長。2006年5月，任重慶市委常委、市紀委書記[1]。2013年1月，當選為重慶市政協主席。2017年1月卸任市政協主席。2017年2月28日，任全國政協社會和法制委員會副主任。[2]2018年1月，當選第十三屆全國政協委員[3]。
