張新楓（1952年—），遼寧鐵嶺人。中共中央黨校科學社會主義專業畢業。
長期在政法系統工作，曾任黑龍江省公安廳副廳長、哈爾濱市公安局局長，中華人民共和國公安部刑事偵查局局長，公安部部長助理等職。2005年至2013年間曾任中華人民共和國公安部副部長，副總警監警銜[1]。
2013年1月，任上海合作組織地區反恐怖機構執行委員會（反恐機構執委會）主任。2015年12月31日，結束上海合作組織地區反恐怖機構執委會主任任期回國。
2016年1月，任國家反恐安全專員[2]。
