奚警心是陳儀的同學兼同鄉，閩變失敗後，於民國23年3月受福建省政府主席陳儀之聘接替祝傳鉞任霞浦縣縣長。由於其不理政務，終日飲酒，被地方人士控告，陳儀以其為同學，不便予以解職，遂於當年11月調任福鼎縣長，霞浦縣長一職由張燦代之；調任福鼎後不久，被福鼎人控告去職。[2]
