反核運動

反核運動是一個反對核能應用的社會運動。在各區域與國際上，都有直接行動團體、環保團體或專業人士組織參與反核運動。^[1][2]較大的此種組織有國際防止核戰爭醫生組織、核裁軍運動、地球之友、綠色和平等。這場運動最初的目的是促成核裁軍，但現在，運動的重點已轉向了反對核動力。

概要

迄今為止，世界上發生了很多次的反核抗議和示威

• 1977年7月在西班牙畢爾包發生的反核能示威，吸引了多達200,000人參與。
• 1979年發生的三哩島事件之後，在紐約引起了一場200,000人參與的反核示威。
• 1981年，德國有史以來最大的反核遊行為抗議漢堡以西的布羅克多夫核電站而發生。在這場運動中，100,000示威者與10,000名警察發生衝突。
• 1982年6月12日，一百萬人在紐約街頭遊行反對核武器，這是迄今為止最大規模的反核示威活動。
• 1983年600,000抗議者在西柏林反對核武器。
• 1986年切爾諾貝爾核事故之後，同年5月，大約150,000到200,000名示威者在羅馬抗議反對意大利開發核能。此後，核能議題在大多數國家都沒有被提上議事日程，反核運動似乎取得了勝利，因此部分反核組織已經解散。但是，在21世紀初，由於核能工業的公共關係，^[3][4][5][6]核反應堆設計的改進和對氣候變化的擔心，核電重新回到了一些國家能源政策的討論中。
• 2011年，日本福島第一核電廠事故又使核電站的復興減緩，並且使全世界對核能的熱情下降，使各國政府不得不進入觀望。^[7]因此，在2011年6月，澳大利亞，奧地利，丹麥，希臘，冰島，意大利，列支敦士登，盧森堡，馬耳他，葡萄牙，以色列，馬來西亞，新西蘭和挪威等國仍然拒絕核能的使用。^[8][9]同時，德國和瑞士決定逐漸放棄核能發電。^[9][10]
• 2016年8月，在中國連雲港境內爆發市民反核遊行事件。反對在當地啟動的由中核集團和法國阿海琺合資的核廢料處理項目，迫使當地政府公開發文暫停該項目選址工作。

歷史

運動的歷史原因

核能的應用，既可以當做戰爭工具又可以當做能量來源，這種能源已經走向了全球化。^{[11][12][13][14][15]}

科學家與外交家在1945年在廣島投下原子彈之前就已經辯論過核武器的應用。^[16]公眾自1954年核試驗之後就開始關注這一問題。在這之後在太平洋上進行了無數次的核試驗。在1961年，在冷戰剛剛開始時，大約50,000名女性為和平的抗爭而在美國的60個城市遊行來反對核武器。^[17][18]在1963年,很多國家批准了《部分禁止核試驗條約》，禁止了大氣核試驗。^[19]

一些當地反對核能的聲音從20世紀60年代早期就開始出現， ^[20]在20世紀60年代後期，一些科學團體的成員開始表達他們對核試驗而擔憂。^[21]在20世紀70年代前期，在德國的Wyhl出現了對在建核電站的強烈抗議，使該計劃不得不被在1975年取消。這一反核運動的勝利激勵了歐洲其他地方與北美的抗議聲潮。核能在20世紀70年代成為了主要的抗議對象。^[22]

無意或故意的核打擊引起的核戰爭是一個人們主要關注的問題。^[23]而且，很多地區都遭受到核武器試驗，開採鈾礦和核廢料問題的影響。^[23]

世界上遺留的核武器是和平主義者存在如此之長時間的原因之一。但是主流的政治家，退休的軍隊長官或是學術顧問都開始同意和平主義者們的想法。在2007年1月在華爾街日報上發表了一篇由 亨利·季辛吉, Bill Perry, George Shultz 和 Sam Nunn共同發表的文章。這些人在冷戰時期作為老兵相信核威懾的作用。但他們現在到了新的職位，並認為核武器並不能使世界變得更加和平，反而是一個巨大的威脅：^[24]

在沒有美國，蘇聯保護之下的一些擁有核武器的弱小國家，發生事故，誤判或未經允許而發射核武器的行為的可能性，他們聲稱會在將來變得越來越大。一些流氓國家，如朝鮮（將來可能還有伊朗），當他們擁有核武器時就會比現在對恐怖分子偷竊，購買或建造核設施的恐懼更大。只有商議來減少世界上的核武器才能使越來越可怕的趨勢被逆轉。^[24]

一些科學家估計兩個國家之間如果爆發一場相當於100個第一顆原子彈當量的核戰爭，死亡人數就會以數千萬計。很多放射性塵埃也會被揚到大氣中遮蔽陽光，導致食物鏈的斷裂。^[25][26]

公眾「將核能看做一個很危險的技術」，在福島核危機發生後，全世界對核能的應用都在下降。^[28][29] 反核批評者將核能看做一個危險的，昂貴的，浪費水資源的發電方法。^[30] 核能的反對者大多有如下顧慮： ^[31]

• 核事故：擔心核電站的核心過熱融毀，釋放核輻射。
• 核廢料處理：擔心核電站產生大量的放射性廢料，有些在很長時間後仍然有害。
• 核擴散：擔心核電站所使用的核燃料被用於製造核武器。
• 新建核電站的高昂代價：擔心核電站的經濟問題。
• 核恐怖：擔心核設施可能被恐怖分子或犯罪分子所襲擊。
• 對公民安全的顧慮：擔心核事故，核擴散或核恐怖可能對公民安全與權利帶來威脅。

在這些顧慮之中，核事故和核廢料處理可能在全世界最被公眾所關注。^[31] 反核運動者將2011年的福島核事故作為核電站不可能百分之百安全的證明。^[32]

在Jim Falk的書 Global Fission: The Battle Over Nuclear Power中探尋了技術顧慮與政治顧慮的聯繫。Falk認為公民群體或個體的顧慮主要限於對「技術所帶來的人身傷害」的擔心，開始時是一個單獨的話題，例如核廢料。但隨着時間的推移，話題被拓展了。Falk認為一個對這一問題更豐富且更複雜的理解應指向「對核工業所帶來的政治問題的顧慮」。^[33] Falk認為所有對人身安全的顧慮歸根到底都是：「這是一種我們非常不信任的技術。」 Falk認為這種不信任在所有的與核有關的事物中都存在：^[33]

人們不僅僅是不信任這種技術，更不信任那些斷言核能是安全的政府。在這種意義下人們不信任整個核產業——不僅僅是技術，還有公共的或私人的機構，還有政黨，還有支持核能發展的那些有名望的科學家。^[33]

在2010年，社會科學教授 Baruch Fischhoff說很多人都不相信核能。他說：「儘管還沒有什麼使喪失公眾信心的事件，但也沒有得到公眾信心的事件。」 ^[34]

M.V. Ramana認為「對管理核能的社會機構的不信任在公眾中間廣泛存在」。2001年的一次由歐洲委員會組織的調查得出，「只有10.1%的歐洲人信任核產業。」這種公眾的不信任不時被核能公司破壞安全的行為所加強，或者被核能管理機構的無效和腐敗而加強。一旦喪失信心，就很難重建了。^[35]

核能產業「用盡一切手段來勸說公眾接受核能」，包括印刷無數的「真相傳單」來解決公眾不信任的問題。M.V. Ramana說這些策略中沒有成功的。^[36]

核能的支持者試圖通過提供更新，更安全的反應堆設計方案來重獲公眾支持，這些設計中包括被動安全裝置和小型模塊化核反應堆。雖然這些設計「可能獲得支持，但它們使公眾產生了以前的老反應堆因缺少這些設施而不安全的想法。」 ^[37]

從2000年以來，核能產業就創建了一個國際媒體遊說支持核能以減少溫室效應與氣候變化。^[38]他們聲稱核能產業釋放很少或微乎其微的二氧化碳。而反對者說只有反應堆不需要釋放二氧化碳。其他的核產業環節——採礦，磨粉，運輸，精煉，富集，反應堆建造，廢物處理都需要用化石燃料，釋放二氧化碳。^[38][39][40]

在2011年，一個法國法庭罰款法國電力公司（EDF）1,500萬歐元，關押了監視綠色和平組織的兩個高級員工。因為他們侵入綠色和平組織的計算機系統。綠色和平組織獲得賠償50萬歐元。^[41]儘管法國電力公司聲稱僅僅是僱傭了一隻隊伍監控綠色和平組織，而非侵入，但被法庭否決，判決法國電力公司的核能安全項目的負責人與副負責人各監禁3年，兩個監視隊的成員分別判3年與2年監禁。^[42]

反核團隊一般宣稱對核能的依賴可以通過節約能源和高效利用能源來達到。高效利用能源可以減少能源的消耗同時提供相同級別的能量供應。^[43]

反核團隊也偏愛使用可再生能源，例如風能，太陽能，地熱能和生物質能。^[44]根據國際能源代理處，可再生能源技術是能源供應的主要部分之一，並且提供了減少溫室氣體排放的可能。^[45]化石燃料正在被清潔的，不會引起氣候變化的，可持續的能源代替：

……從煤，石油，天然氣到風能，太陽能和地熱能的轉變已然開始。煤，石油，天然氣導致了碳排放，現在開始阻礙我們的社會發展。新的能源來自風力，太陽和地球內部的熱量。^[46]

風能以每年30%的速度增長，在2010年全球裝機容量已到達1,980億瓦。^[47][48] 並且廣泛應用於歐洲，中國和美國。^[49]在2010年底，光伏發電裝機容量超過了400億瓦。^[50][51][52]光伏發電在德國與西班牙應用非常廣泛。^[53] 太陽熱能電站發電站在美國與西班牙都存在，最大的是3.54億瓦的在Mojave Desert的發電站。^[54]世界上最大的地熱能發電站坐落在加利福尼亞的the Geysers，估計裝機容量為7.5億瓦。巴西擁有世界上最大的可再生能源項目，從甘蔗中提取乙醇，現在乙醇提供了全國18%的汽車燃料。^[55]乙醇汽油也在美國得到了廣泛使用。

綠色和平組織倡導到2050年減少50%的化石燃料使用同時不使用核能，倡導提高能源利用率的發明，希望到2050年大部分電力由可再生能源提供，來減少一半的二氧化碳排放，儘量減少巨大的，不可逆轉的氣候變化的影響。^[56]

反核團體用公開抗議，遊說的方法來反對核能應用。他們也通過參與到辯論中來影響政策調整。^[57]

反核能組織在每個有核項目的國家都存在。地區性的抗議運動先在美國掀起，後來又在20世紀70年代後期發展到歐洲。在三里島核事故和切爾諾貝爾核事故後，反核運動使政治和經濟上的力量都統一起來，使得核能在接下來的幾年內在很多國家無立足之地。^[58]

一些反核組織被報道在核能和能源領域擁有很大的公司。^[59]在1992年，核能管理機構的主席說「由於反核組織的請求和抗議，他的部門在安全問題上被廣泛指責。」^[60]
