于小文（1947年2月—），漢族，中華人民共和國政治人物、第十一屆全國政協委員。
加入中國民主建國會，擔任民建中央委員、陝西省委副主委、西安市委主委、西安市政協副主席。2008年，當選第十一屆全國政協委員[1]，代表中華全國婦女聯合會，分入第十九組。[2]
