生平
1991年畢業於合肥師範學院（原安徽教育學院）外語系。1994年3月加入中國共產黨。1994年獲中國人民大學社會學碩士學位。1997年獲中國社會科學院社會學博士學位。
1997年博士畢業後在國家行政學院任教，曾在美國錫拉丘茲大學馬克斯威爾學院和英國約克大學訪問進修。2013年，任國家行政學院應急管理培訓中心（應急管理教研部）主任、中歐應急管理學院院長、社會治理研究中心主任[1]。
2021年6月，任中共中央黨校（國家行政學院）教育長（副部長級）[2]。2022年4月，任中共中央黨校副校長[3]。同年5月，任國家行政學院副院長職務[4]。
