光緒二十八年（1902年）升溫宿州置，治所在今阿克蘇市。轄境相當今新疆維吾爾自治區阿克蘇、阿瓦提、阿拉爾、溫宿、拜城等市縣。1913年廢，以舊府治地置阿克蘇縣。
