總人民大會（阿拉伯語:مؤتمر الشعب العام الليبي）是卡扎菲時代利比亞名義上的國家最高權力機關，1976年首次召開。利比亞總人民大會常設機構為總人大秘書處。
在2011年利比亞革命中，人民會堂（People's Hall）被火焚毀[1][2]，卡扎菲政權倒台後，總人民大會停止存在。
