劉洪才（1955年6月—），遼寧盤山人。1975年8月參加工作，1979年2月加入中國共產黨。北京第二外國語學院亞非語系日語專業畢業。
生平
1972年5月，進入北京第二外國語學院亞非語系日語專業學習。1975年8月，在中共中央對外聯絡部參加工作，歷任副處長、處長、亞洲二局副局長、局長、副秘書長兼二局局長、秘書長兼辦公廳主任等職務（其間：1989年3月至1991年12月，任中國駐日本國大使館一等秘書；1992年11月至1993年11月，掛職山東省濟寧市市中區副區長）。
2003年6月，任中共中央對外聯絡部副部長[1]。2010年3月，接替劉曉明出任中國駐朝鮮大使[2]。2015年3月，回國重任中共中央對外聯絡部副部長。2016年12月，不再擔任中聯部副部長[3]。2018年1月，當選第十三屆全國政協委員[4]。
