郭倖開始為西平郡太守，398年，羌人梁飢進攻西平（今青海省西寧市），西平人田玄明抓住了郭倖，取而代之，抗拒梁飢。郭倖後來擔任禿髮傉檀的右長史，408年十一月，禿髮傉檀復國，重新自稱涼王，實行大赦，改年號為嘉平，設置文武百官。冊立夫人折掘氏為王后，封嫡長子禿髮虎台為太子、錄尚書事。任命左長史趙晁為尚書左僕射，右長史郭倖為尚書右僕射。任命昌松侯禿髮俱延為太尉。
