王玉發（1948年8月—），河南南召人，中國人民解放軍空軍中將。
1968年3月參加中國人民解放軍，曾參加中越戰爭。1994年11月，任駐香港部隊副政委。1999年，任駐香港部隊政委。2003年12月，接替劉亞洲，擔任成都軍區空軍政治委員。2006年，接替朱永清，擔任廣州軍區副政委兼廣州軍區空軍政治委員[1]。2012年12月到齡退役。2013年入選十二屆全國政協委員，2015年8月被撤銷政協第十二屆全國委員會委員資格[2]。2015年9月，軍事檢察機關對王玉發涉嫌違法犯罪問題立案偵查[3]。
1998年晉升少將軍銜，2005年7月晉升中將軍銜[4]。
