潘琪（1917年—1990年），原名潘乃斌，筆名羅先河，江蘇南匯縣惠南鎮紅光村（今屬上海市）人，生於1917年10月8日。中華人民共和國政治人物。1935年考入國立武漢大學經濟系，12月在武大校園組織一二·九學生運動。1953年3月，任交通部黨組成員、交通部公路總局局長、分黨組書記。1954年6月任交通部副部長，分管公路。1964年任第六機械工業部副部長，1975年任交通部副部長，1982年任交通部顧問。1990年2月10日，於北京病故。[1][2]
