有罪者沒為官奴，稱奴戶。東晉隆安三年（399年），執掌朝權的東晉宗室、揚州刺史司馬元顯（會稽王司馬道子之子）為發展自己勢力、增強其軍事力量，徵發東土諸郡免奴戶身分變成佃客，稱之為「樂屬」，遷到京師，來充兵役[1]。東土諸郡以此為苦，直接導致了孫恩、盧循起義的爆發。
