楊笑祥（1961年11月—），安徽樅陽人，中國人民解放軍中將。
曾任南京軍區政治部幹部部部長、陸軍第1集團軍第1師政委、第12集團軍政治部主任。2015年3月，任江西省軍區政治委員[1]。2017年12月，增補為中共江西省委常委[2]。2018年10月，調任浙江省軍區政治委員[3]。2019年12月，升任戰略支援部隊紀委書記[4][5]。2024年4月，調入軍事科學院任職[6]。
