楊新力（1953年12月—），河北巨鹿人。中華人民共和國政治人物。
1974年加入中國共產黨。四川大學經濟系政治經濟學專業畢業，華東師範大學政治系政治學理論專業在職研究生學歷。歷任中共中央宣傳部副處級調研員、處長、副局級調研員、宣傳教育局副局長、局長、副秘書長等職。2007年12月出任中共江蘇省委常委、省委宣傳部部長，2008年起擔任全國人大代表[1]。2011年12月改任省委組織部部長[2]。2014年6月任江蘇省政協副主席、黨組副書記。[3]2017年2月，辭去省政協副主席。
